PROJECT SUMMARY

Location: all regions of Ukraine

Duration: 24 month (2007-2009)

The project is being implemented under the support of The United Nations Democracy Fund withing the UNDP of Ukraine

Spread democratic culture among the local deputies in small towns/settlements of the whole Ukraine by providing for them seminars-trainings which are up to methods and procedures of democratic decision-making in local councils, creating of relations with local community.

1. Selection of newly-elected local deputies in each of 5 regions of Ukraine (West, East, Center, South, North part of Ukraine).
2. Conducting 2 trainings of trainers for updating of trainer's methodology.
3. Conducting for selected local deputies 2 two-daily training on themes „Parliamentary procedures” & „Public relations”.
4. Publication & spreading 5000 brochures on theme “Parliamentary procedures” for local deputies.

Due to 34 seminar-trainings the 425 deputies of local councils in small towns and settlements of Ukraine will improve their knowledge/skills in field of:

• democratic decision making by local councils, adjusting the communications with communities.
• deciding problems of local communities in democratic manner.

The trainings will play role of induction mechanism for newly elected deputies.

The deputies of local councils and will be able to spread obtained during the project knowledge, skills and materials among the colleagues in local councils and local departments of political parties.

It is expected that in the future the deputies-participants of the project will build their work in accordance with the knowledge about Human Rights, adjusting the PR and democratic parliamentary procedures.

THE MAIN PROJECT RESULTS:

Due to 34 seminar-trainings the 425 deputies of local councils in small towns and settlements of Ukraine will improve their knowledge/skills in field of:

• democratic decision making by local councils, adjusting the communications with communities.
• deciding problems of local communities in democratic manner.

The trainings will play role of induction mechanism for newly elected deputies.

The deputies of local councils and will be able to spread obtained during the project knowledge, skills and materials among the colleagues in local councils and local departments of political parties.

It is expected that in the future the deputies-participants of the project will build their work in accordance with the knowledge about Human Rights, adjusting the PR and democratic parliamentary procedures.

Uneven participation of different political parties in the project can influence the efficiency of its realization. It is planned to remove this factor by delivery the information about a competitive selection for all regional departments of political parties and also spreading of information in all district and regional MASS-MEDIA. Such a method will allow to inform the maximum amount of possible applicants for participation in the trainings.

TRAININGS SHORT DESCRIPTION

І. «PARLIAMENTARY PROCEDURES»

Participants: training is elaborated for deputies of local councils and representatives of non-governmental and political organizations, bodies of local self-governance and bodies of state governance

Training duration: 2 days.

Topics, which are considering during the training:

• Democratic organization structure
• Board meeting and its preparation
• Protocol preparation rules
• Rules of acting with suggestions
• Styles of management
• Mechanisms for group descisions making

Methodology: mini lectures, individual work, group work, role games, processes’ modeling.

Outputs: during the training participants will familiarize with traditional scheme of democratic organization, will learn the procedure of conducting of typical meetings, will also learn the ways to correct protocols preparation, will be able to memorize the procedure of acting with suggestions for democratic descision making, will also get familiar with stages and process of group thought and collective descision making.

ІІ. «ADJUSTING THE PUBLIC RELATIONS»

Participants: training is elaborated for deputies of local councils and community activists from the number of political and non-governmental organizations, bodies of local self-governance and bodies of state power.

Training duration: 2 days.

Topics, which are considering during the training:

• Elements of personal and corporative image
• Making the program for image correction
• Methods of PR-policy
• Basis of public speech
• Conducting the press-conferences
• Effective interview
• Press-releses

Methodology: mini lectures, individual work, group work, role games, processes’ modeling, video making and behaviour correction.

Outputs: during the training participants will understand the importance for conducting of system PR-activity, will learn the right way in organisation of PR-actions, will develop their skills of public speech, will make the corrections in process of personal image changing.
