LABOUR MARKET ACTIVITY is one of the principal aims of Voyln Resource Centre’s work, where VRC works, as an agency of regional development, on solution of economic, social and ecological problems. The Volyn Resource Centre’s experts elabourate and implement projects, directed at citizens’ employment (we use technologies that successfully work in countries with well developed economies, and were not in being used in Ukraine before).
ACTUALITY
An important hindrance to the social and economic development of Ukraine is the low quality of labour resources. This lack of quality resources is prevalent in many different regions of Ukraine.
Fundamentally, the problem is a misbalance of productive labour force. There is a deficit of well qualified specialists in some working professions and an overabundance in other fields. This situation slows the economic development of the country and prevents investment. This scenario leads to high unemployment. A survey of more than 70 Ukrainian cities, conducted by USAID in 2005-07, found that 40-70% of employers were faced with difficulties in hiring qualified workers and an additional 15-20% expected such a problem in the future (full results are avaliable on the web-site www.led.net.ua). Volyn Resource Centre experts found the same results during their strategic plan elabouration for the cities Rivne, Zdolbuniv, Kostopil and Sarny.
The existing system of higher and professional education is not able to equalize the labour market misbalance, because the system is not centralized enough and cannot flexibly react to the needs of regional economy.
