PROJECT “PUBLIC MONITORING OF STRATEGIC PLANS REALIZATION”
Project was implemented in the cities of Sarny and Zdolbuniv in Rivnenska oblast with the support of IF “Renaissance”.
Realization term – 9 months (October 2007 – August 2008).
It is planned to approbate the methodology on strategic plans realization due to this project and also spread it to all city councils in Ukraine.
Pilot cities for carrying out the planned methodology are Sarny and Zdolbuniv, in Rivne region.
These cities both have public committees, with the representatives from the bodies of local self-government, NGOs and public activists.
One-day seminar-training was conducted for the members of these public committees in both cities on the topic «Procedure of strategic plans public monitoring».
During the seminar, members of public committees:
- learnt the methods for monitoring in realization of strategic plan for development,
- learnt the mechanisms for indicator comparison of modern city state with indicators described in the strategic plan,
- determined the sources for getting information about functioning economic sectors in the city,
- determined the forms of community involvement in the process of monitoring strategy realization.
MONITORING CONDUCTING STAGES:
- Collection of statistical information about the targets implementation as well as objectives and activities planned in the city strategic plan.
- Analyses of information about targets, objectives and activities achievement within the city development strategic plan.
- Comparison of modern city state indicators with indicators described in the strategic plan.
- Changes and additions to strategic plan preparation (strategy actualization).
- Public discussion of changes and additions to city development strategic plan.
- Strategic plan adoption, with changes and additions made to it, by city council.
The methods for monitoring on strategic plans of communities development will be in brochure "Practical experience in public monitoring conducting on realization of strategic plans for community development”, which is going to be published within the project. The edition will have practical recommendations and detailed directions on monitoring of strategic plans for communities’ development with community involvement.
