| PROJECT “OPEN SELF-GOVERNMENT RULES IMPLEMENTATION IN SMALL CITIES OF RIVNE OBLAST”
Project took place in the following towns: Kostopil, Ostrog, Sarny, Berezne in Rivne oblast according to (PAUSI) Fundation and National democracy development fund (USA) support “Administrative reform and local self-governance”.
Project time - 7 months (October 2007 – April 2008).
During the project, rules of open self-governance were implemented in Berezne council, Kostopil council, Ostrog council and Sarny council of Rivne oblast. Principles of the open self-governance were provided in Zdolbuniv for the first time in 2005. For that short period of time, however, people who worked in Zdolbuniv council felt a positive influence that caused advanced quality in public services and made the dialogue between government and public possible.
Practical results in Zdolbuniv produced significant interest in city governance from Rivne oblast and in year 2007 towns Berezne, Kostopil, Ostrog, Sarny started to promote principles of the open self-governance.
What needs to be estimated to provide principles of open self-governance?
Establishment of each principle demands working and practical use of documentation and norms in the work of the establishment.
- Transparency principle - development of effective methods for receiving information for citizens and providing possibilities for easy access to recent and necessary information about self-governance functions. Promotion of this principle foresees creating documents, which describe services that a self –governance body can provide. For example, the service cards, city/regional firms catalogue.
- Corruption intolerance principle – within this principle, we consider values and criteria which are supposed to be the basis in workers’ ethics code in different establishments. The ethics code for workers in different establishments, deputy ethics code and necessary procedures for instances of code violation are being elaborated.
- Public complicity principle – citizens’ involvement to actively participate in city life. Within this principle it is planned to elaborate the cooperation programs with city NGOs, with business organizations and programs on citizens’ involvement in decision making.
- Prudence principle – strategic plans adapted to local situation. This situation is changeable and thus we can give the perspectives on self-government development for many years in the future. Working out either the strategy of social-economic development with community participation or the brief materials to familiarize citizens with a strategic plan of many years; elaboration of financial and investment plans for future years.
- Professionalism principle – solves the problem of self-government functioning improvement and increases its employers’ qualifications. Hiring procedure introduction to each vacancy in the establishment, as well as the system for stable improvement of establishment functioning, raising of workers’ qualifications and a system for workers’ evaluation.
- Reporting principle – forecasts the introduction of an open community reporting system. In project participant cities, working groups were formed, which:
- Determined the principles necessary in the work of local self-government body
- Elaborated the methodology on principles implementation to the work of the council
- Determined the list of the documents that were necessary to elaborate
- Established time-frames for the preparation of all necessary instructive documents.
Implementation results:
In Berezne, concerning:
- Corruption intolerance principle - elaborated the Ethics code for Berezne city council employees.
- Public complicity principle - implemented and announced the contest for social projects for NGOs.
- Professionalism principle - elaborated and implemented the system for city council employees’ work evaluation.
In Kostopil, concerning:
- Transparency principle - elaborated a list of municipal services given to city dwellers; elaborated information cards about the order of municipal services given to people by city council.
- Prudence principle - public monitoring of Strategic plan of sustainable development is being carried out in Kosotopil until 2015.
- Reporting principle - implemented a system of city authorities’ public reporting to territorial community and display of these reports in Mass-media.
In Ostrog, concerning:
- Transparency principle – elaborated the cards of services, given by Ostrog city executive committee.
- Corruption intolerance principle - elaborated and implemented the Ethics code for Ostrog city executive committee employees.
- Reporting principle - implemented a system of city authorities’ public reporting to community.
In Sarny, concerning:
- Transparency principle - elaborated the cards of services, given by Sarny city executive committee
- Corruption intolerance principle - implemented an Ethics code for Sarny city council employees.
- Public complicity principle - implemented and announced a contest for social projects for NGOs.
- Professionalism principle – confirmed the Regulation on the contest conditions filling vacant positions in Sarny city executive committee.
- Prudence principle - public monitoring of the Strategic plan of sustainable development is being carried out in the city.
- Reporting principle - implemented a system of city authorities’ public reporting to community.
Conference
Cities presented their achievements on open self-government principles implementation during the final conference «Open self-government – Ukraine experience». Representatives from local self-government bodies in Volynska, Rivnenska, Zhytormyrska and Khmelnytska oblasts participated in this conference.
Of special interest to conference participants were “Cards of city council services”
This innovation consists of the list of services given by the city council in sectors such as: social protection, house legislation, questions of communal economy and building, land relations adjustment, market area and domestic consumer services and financial matters.
Each service in these areas is described according to standard form:
- Service name;
- Exact juridical background with the specific legislation article pointing;
- List of necessary documents with notation concerning whether original or Xerox copies were necessary;
- The form and cost for the service;
- Exact place to receive the service (department name, room number);
- Term for service giving;
- Information about the order for result appeals.
Each city council visitor can get such a card without any obstacle and in Sarny these cards are available on the City Council web-site.
Services cards implementation makes process for receiving services much easier and saves time of specialists in giving services to citizens. Additionally, it assists in transparent problem solutions.
