OSTROH, DUBNO, KUZNETSOVSK – A STEP TOWARDS EUROPE On the 5-6th April 2004 a seminar-training on “NGO Networking” was conducted by Center for Social Partnership in Rivne. Experts from European Union – Lubosh Hrivnak and Stan Bartolomeussen were trainers on this seminar. Beyond the framework of the seminar a working meeting of experts with city mayors of Ostroh (Taras Pustovit), Dubno (Nikituk Vitaliy) and Kuznetsovsk (Zhdanuk Stepan) took place. Problems of cooperation establishing and the role of NGOs in city development were discussed.Mr. Bartolomeussen mentioned that our cities have many common features. But it differs from Belgium, where local self-government has more authority, particularly in budgeting. As a result city has an opportunity to spend a part of budget for public organizations dealing with social issues. Of course, Ukraine is making first steps in this direction, but imperfection of law has its reflection. But above mentioned cities adopted a decision to grant funds from budget for projects of NGOs, dealing with social issues. Development of civil society is impossible without participation of NGOs and this is common opinion in Europe. The pleasant fact is that first cities in Ukraine that will introduce new European experience are Ostroh, Dubno and Kuznetsovsk. Internal needs of Ukrainians and European integration processes adhere to high standards of social security and citizens protection. Thanks to project “Development of civil society” Rivne region was one of the first who got a chance to increase variety and enforce social services for citizens, engaging best experts from Ukraine and EU when necessary.
